TO: HONORABLE MAYQR and CITY COUNCIL A
FOR: Co cil esti A ' 1993 /±
FROM: unity G
Development Director
SUBJECT: Public Hearing Index Number DG -87-92, updating
the Housing Element of the City's General Plan.
E
BACKGROUND:
N
Recent State law, pertaining to housing elements, mandates that Cities prepare and adopt
an amendment to Housing Elements, outlining an analysis and programs to preserve
assisted housing developments. In order to comply with the State law, the Community
Development Department hired a consulting firm, in January of 1992, to prepare the p
amendment which had been previously reviewed by the Planning Commission.
In addition to the amendment, staff authorized the additional revisions to bring the element
into compliance with all the provisions of the State Housing Law. Although the Planning A
Commission reviewed and approved the revised Housing Element in 1991, at that time,
staff was not aware that the document had not been approved by the State Department
of Housing and Community Development, since comments from the State were not
addressed in the element.
DISCUSSION/ANALYSIS: R
Two amendments are required to bring the element into compliance with all the provisions
of the State Housing Law (Article 10.6 of the Government Code), as outlined in the
Background Section of this report. Both amendments have been thoroughly reviewed by E
the State Department of Housing and Community Development and include revisions
requested by the State. In addition, the Planning Commission has conducted several
study sessions to review and consider the updates and approved the amendments at a
duly publicized Public Hearing on March 9, 1993. P
FINANCIAL IMPACT: O
The City will not realize a financial impact with the approval of the amendments to the
Housing Element.
R
Page 1 of
Item No.
1A
