TO: Honorable Mayor
& City Council
CITY OF COLTON
INTEROFFICE MEMORANDUM
DATE: January 29, 1993
FILE NUMBER:
FROM: Ken Herron, Director of Parks, Recreation and Human Services
. Jack Stratton, Chief of Police
SUBJECT: David Zamora, Community Development Director
Graffiti Task Force
`o.oaro 40
lab?
To address the ever increasing problem of graffiti in our community the
City Manager appointed a staff task force. The group began meeting on
Monday, December 9. At these meetings the task force addressed the
current situation regarding graffiti throughout the community and the
utilization enforcement, community involvement, and removal in the
overall resolution of this problem.
In developing the proposal listed below each of the task force members
addressed how their specific discipline could impact this problem.
David Zamora, Director of Community Development provided information
regarding community and business involvement, Captain Bernie Lunsford on
behalf of Chief Jack Stratton reported on enforcement in combating
graffiti, and Ken Herron, Parks, Recreation and Human Services Director
addressed proposed increases in the removal effort.
At the meeting it was agreed by the task force members that rapid
removal was the best weapon against graffiti.
Currently the city staffs the graffiti crew with two full -time -
Maintenance Worker I positions. Through their efforts the city removed
graffiti at over 1250 sites during calendar year 1992.. Unfortunately it
appears that nearly 180 reported incidents of graffiti were not removed
prior to December 31. Given the current -increase experienced in
graffiti that number is projected to be more than 300 by June 30, 1993.
These numbers are based upon reported incidents of graffiti, but in
actuality there are many areas vandalized that go unreported.
To respond to this situation the task force respectfully proposed the
following:
I. Conduct a community meeting to receive input from residents
regarding this ever increasing social problem. Also, this
meeting would provide the city with the opportunity to
implement some positive public relations efforts to better
inform the community about the proposed actions.
MW"Fra'S
