As stated in the attached letter, the applicant felt that the current method of assessment was not equitable and that the fee should be reduced to either $6,632.00, based on the Institution of Traffic Engineer's criteria, or $6,115.00, based on Caltrans' criteria. DISCUSSION/ANALYSIS: The revision of the fee, by the Traffic Committee, to $11,320.00 was based on an assessment of a warehousing use, whichwill be the primary use of the land. Since the schedule for calculating traffic fees was adopted by the City Council, under those specific uses, staff feels that the fees can only be modified when a new schedule is adopted by the City Council.
