(]]"CITY OF COLTON h <br />AGENDA REPORT .." ._,...; <br />1887 <br />For Council Meeting of July 6, 1993 afro'' <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: June 23, 1993 <br />FROM: JOHN HUTTON <br />PUBLIC WORKS DIRECTOR <br />SUBJECT: REPORT REQUESTED FOR PROCEDURE USED TO DETERMINE INSTALLATION OF <br />STOP SIGNS <br />BACKGROUND: <br />At theJune15, 1993 City Council meeting a resident who lives on Teresa <br />Street near Davis Park requested stop signs to be installed at Teresa Street <br />and Kimberly Avenue, a three way, T intersection. <br />The resident indicated that due to the upgrades at Davis Park, additional <br />traffic would necessitate the additional stop signs. The resident also made <br />this request to the City's Traffic Committee. <br />DISCUSSION: <br />The resident did approach the Traffic Committee with an off agenda request to <br />review the need for a stop sign at the location mentioned above. <br />The Traffic Committee indicated that the installation of stop signs required <br />that certain steps "called warrants" are necessary to be met and that the <br />traffic committee would proceed with obtaining traffic volumes and pedestrian <br />counts to determine if warrants could be met. <br />After reviewing the findings of the field investigation it was found that <br />there was not sufficient volumes to warrant the stop..signs "at this time", <br />but it was noted that with the upcoming improvements being made at the park <br />that these volumes would probably increase and new volume counts would be <br />taken. <br />It was explained that these statistics and data are necessary in order to <br />protect the city from possible liability, if crosswalks or stop signs were <br />installed without justification warrants and an, accident occurred, the city <br />would be totally liable for changing a condition without proper justification <br />that resulted in an injury or accident. <br />By obtaining justifiable data first before acting there is sufficiently less <br />liability to the city and its taxpayers. <br />
