While there is no guarantee that any money would be saved if an in-house City Attorney were appointed, there
may be some merit to the suggestion in the proposal that an in-house attorney may be able to hold down costs
by monitoring and controlling the costs of necessary contract attorney services.
While cost may be the most important factor to consider when studying this proposal, it is not the only one.
The Council should also consider their level of satisfaction with the service provided by the present contract
attorney. If the Council is not satisfied, there may be ways of improving the level of service provided without
dismissing them.
If the Council does decide to appoint an in-house City Attorney, other proposals will be submitted during the
recruitment process. While the proposal already submitted has significant merits, those submitted during
recruitment should also be carefully considered.
If you have any questions about this matter please let me know. Thank you.
Report Prepared by Daryl Parrish, Assistant to the City Manager ?
C:XWPWMINHOUSE.AGR 07101/93
