TO: HONORA`LE MAY ft and CITY COUNCILy <br />FOR: Co cil Meet" �3 <br />FROM: Da, �A Zam oa,.YComm ity Development Director <br />SUBJECT: Consider a City Coli c l Resolution rely <br />of structure(s) and property nuisances. <br />BACKGROUND: <br />In response to citizen complaints regarding blight and dilapidated I <br />cilman Sandoval requested staff prepare a plan that would address <br />dard housing and deferred property maintenance. Staff from Polio <br />Development ` Departments met with the Mayor, Councilman S <br />Manager to discuss the goals and objectives of such a plan. <br />ANALYSIS: <br />Staff proposes the following as a Comprehensive Code Enforce <br />Select a date to conduct a comprehensive inspection in <br />Fire Community Development's Building and Code <br />Divisions, and the County's Health and Vector Control Df <br />to the abatement <br />ieighborhoods, Coun- <br />concerns of substan <br />Fire and Community <br />indoval, and the City <br />Plan; <br />ng Police, <br />Staff proposes to hand deliver notices to the residents, both in english <br />and spanish, describing the City's blighteradication efforts. Staff will also <br />mail, to property owners of record, a notice informing them of the pending <br />inspections. <br />All departments will collectively inspect the targeted neighborhood within <br />two weeks after notification to owners. Collective inspections prevent <br />duplication of efforts and action on behalf' of the City. <br />Structure(s) and property(ies) in violation of applicable codes (i.e. build- <br />ing, fire, and property maintenance ordinances) will be cited. By targeting <br />an entire neighborhood "Group Pressure" encourages resid nts to com- <br />ply and clean their property prior to the noticed inspection. These types <br />of sweeps have high public visibility due to immediate result. <br />This plan can be effective and efficient. Different areas of the City can be <br />targeted implementing this plan every six weeks, or as de med neces- <br />sary by the Council.
