� <br />JITY OF COLTON <br />c��� <br />A(iENDl1 RBPORT ::'���.���.":� <br />tee� <br />For Council 1[a�tinq of JIILY 20, 1993 •, oc9� <br />TO: HONORABLE 1171YOR 11ND CITY COIIiiCIL DI►TE: Julp 14, 1993 <br />FROli: JOHN HOTTON <br />PIIHLIC wOR1C8 IRECTOR • <br />SIIHJECT: RECOMMENDATION BY UTILITIES COMMISSION TO APPROVE PROPOSED <br />AGREEMENT SUBMITTED BY INLAND EMPIRE COMPOSTING FOR GREEN WASTE <br />DI�IERSION PROGRAM <br />BACKGROUND <br />Inland Empire Composting has submitted a proposal to acccept all City of <br />Colton generated Greenwaste, produced or generated by itself or applicable <br />controlled private contractors, i.e. (Landscape Maintenance District <br />contractor, or franchised sanitation haulers). <br />The program makes available "under agreement" a localized permitted <br />Greenwaste processor, that can accept Greenwaste products accountable under <br />A.B. 939 requirements, which in turn can apply towards mandated diversion <br />credits for the City of Colton. (Attached Exhibit "C" Agreement) <br />DISCIISSION <br />The State of California recognizes the need for the City of Colton to <br />initiate a Greenwaste diversion program in order to meet its mandated goals <br />and diversion percentages by the dates established under State law and the <br />local S.R.R.E. (see attached Exhibit "A, B"). <br />In order to establish a Greenwaste program for either the diversion of City <br />generated Greenwaste (i.e. parks, parkways and street trees), and or any <br />future residential programs, a processor. "Recognized under the states <br />program", that will receive and regenerated a product material, is necessary <br />so that credits may be applied towards the cities diversion programs. <br />FINANCIAL <br />Currently the only disposal of Greenwaste in bulk available to the City is <br />landfill disposal at $36.00 per ton, Inland Empire composting will accept all <br />City Greenwaste at $16.50 per ton, and all Greenwaste by others at $20.00 per <br />ton of which the City would receive a 50Q per ton franchise fee, (Host City <br />Fee). <br />Probably cost savings and fee generated of approximately $3000,000 per year. <br />� � '�S[�, ` /� <br />
