Young <br />City Manager <br />SUBJECT: In -House City Attorney <br />In response to Councilman Sandoval's request for a report regarding a resent proposal for an in-house City <br />Attorney, we respectfully submit the following information to assist the Council in making its determination <br />in regards to this matter. <br />Potential Financial Impact of Proposal: <br />Charges from our current Contract City Attorney, Best, Best and Krieger, for Fiscal Year 1992/93 are as <br />follows: <br />General Fund <br />Through 5/31/93 $164,596 <br />Annualized Through 6/30/93 $179,559 <br />Redevelopment Agency <br />Total Paid Through 6/30/93 $118,600 <br />Total Billed Through 6/30/93 $138,000 <br />Total BB&K Charges F/Y 92/93 $317,559 <br />The proposal recently submitted requests an annual salary and benefits cost of approximately $120,000. The <br />proposal naturally, could not include costs for contract attorney work for specialized litigation. These costs are <br />difficult to estimate because of their variability, making it impossible to quantify what our savings, if any, <br />would actually be. <br />Recommendations: <br />Based on our inability to quantify our savings, if we were to appoint an in-house City Attorney, it is difficult <br />to make a recommendation in regards to this matter.
