R-4'0-93 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ADOPTING A LAND USE/TRANSPORTATION <br />3 ANALYSIS PROGRAM FOR THE CITY OF COLTON; <br />PLANNING DIVISION FILE INDEX NUMBER D-83-92. <br />4 WHEREAS, Section 65089.3 (a) of the California Government <br />5 Code requires development and implementation of a Congestion <br />6 Management Program in each of California's urbanized counties; <br />7 and <br />8 WHEREAS, the San Bernardino Associated Governments has been <br />9 designated the Congestion Management Agency (CMA) for San <br />10 Bernardino County; and <br />11 WHEREAS, the Congestion Management Plan provides a method of <br />12 relating community regional goals regarding land use, traffic <br />13 congestion, and air quality, while retaining local authority to <br />14 approve land use decisions; and <br />15 Whereas, the Congestion Management Plan has designated a <br />6 system of roadways on which traffic congestion is to be <br />1' <br />monitored; and <br />17 <br />Whereas, Section 65089.3 (a) of the California Government <br />18 <br />Code requires the county and each city to adopt and implement "a <br />19 <br />program to analyze the impacts of land use decision, including an <br />20 estimate of the costs associated with mitigating these impacts" <br />21 on the Congestion Management Plan network of roadways. <br />22 NOW THEREFORE, BE IT RESOLVED that the City Council of the <br />23 City of Colton hereby adopts the Land Use/Transportation Analysis <br />24 Program as specified herein. <br />25 1. PURPOSE' <br />26 The purpose of the Land Use/Transportation Analysis Program of <br />the City of Colton is to evaluate the potential impact of land <br />27 use decisions within the City on the transportation system both <br />within and outside the City. The evaluation of potential impact <br />28 shall be conducted in a Traffic Impact Analysis Report (TIA <br />
