Lavin, Water Utilities Manager 3 SUBJECT: Approval of Project Development Agreement Date and Cost Sharing Agreement for the RIX May 25, 1993 Full Scale Facilities Project BACKGROUND: ROUND: The Cities of Coltonand San Bernardino entered Demonstration Project into an agreement to Construct a RIX for the tertiary treatment of wastewater from both Cities. The RIX Demonstration Project has been accepted by the State of California Regional Water Quality Control Board as an alternativemethod for the tertiary treatment of wastewater. DISCUSSION: At the May Agreement for r Utility Commission meeting, the Commission approved the Project Development the RIX Full Scale Project and recommended that Council approve the agreement. The Cost Sharing Agreement was not presented to the Commission. The Cost Sharing Agreement was scheduled for approval by the Santa Ana Watershed Project Authority's Board of Control on May 26. The Board of Control consists of members from both Colton and San Bernardino. The City of Colton's share of costs for the design of the RIX Full Scale Project are outlined in the attached Cost Sharing Agreement. ed RECOMMENDATION: Stuff recommends Haat Council a Agreement for the RIX Full Scale Faci l ies Projectand authorize the City Manager to enter Development,Agreement and Cost Sharing into the agreements on behalf of the City of Colton.
