CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of June 1, 1993 <br />TO: Honorable Mayor and City Council <br />FROM: David Hall, Fire Chief <br />SUBJECT: Fire Department Reorganization Date: <br />BACKGROUND: <br />On May 5, 1992, the City Council passed Resolution No. R-47-92 <br />adopting the Memorandum of Understanding for members of the <br />International Association ofFirefighters, Local 935, fire unit of <br />the City of Colton., <br />Article V, Section 1, agrees to certain specific staffing con- <br />ditions which include the following: <br />17 On Duty Per,Shift <br />4 Fire Captains <br />4 Fire Engineers <br />6 Firefighter/Paramedics <br />3 Firefighters <br />DISCUSSION: <br />Staff is proposing a Reorganization Plan which will replace the <br />Division Chief position with a shift Battalion Chief. The Battalion <br />Chief will be assigned a 56 hour w ' ork week on the same schedule as <br />current shift personnel, bringing consistent supervision to the <br />shift. <br />Staff is also proposing modifying Article V Section 1 of the <br />existing fire unit MOU to reduce the number of Firefighter positions <br />on duty each shift from 3 to 2. However, with the addition of the <br />Battalion Chief position to the shift, total shift strength will re- <br />main at 17. <br />Staff is proposing that the Reorganization Plan begin with the <br />retirement of Captain Berkebile on June 3, 1993, and be completed in <br />,December 1993„ with the retirements of Division Chief Bob Beach and <br />Division Chief Bruce Hamp. <br />Local 935 has endorsed the Reorganization Plana However, before <br />they agree to reduce the number of firefighters on duty, following <br />the June retirement of Captain Berkebile, Council authorization <br />would have to be in place., <br />Attachments: Draft Side Letter <br />Page 1 of Item No.c." <br />
