The Southern California Association of Governments (S AG recently <br />the TCM Resolution which will meet each of the criteria establish d in State ad Federal <br />Law for what is considered a legally enforceable TCM. The Resolu ion is contained herein. <br />Each County and City in the state are required to adopt (by June 30, 1993) and im lement <br />(by December 31, 1993)an enforceable TCM Resolution. p <br />DISCUSSIONfallotyrcic <br />The purpose of the Resolution, and implementing actions, is to rr odi driving <br />behavior <br />and limit emissions related to traffic congestion on a community bass, regionally and <br />statewide. <br />This and future related actions are all part of the overall effort to improve air <br />vehicle emissions, and provide a means to. address the transportation dequality, <br />ands 'reduce <br />by growth and development.incurred <br />ENVIRONMENTAL DETERMINATION <br />The Transportation Control Measure is categorically exempt from the California Environ- <br />mental Quality Act (CEQA), as listed in State "Guidelines Sectio 15308 'Actions B <br />Regulatory Agencies for Protection of the Environment".
