CITY OF COLTON' AGENDA REPORT For Council Meeting of June 15, 1993 TO: Honorable Mayor and City Council FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN SUBJECT: SUBMISSION OF CALIFORNIA LIBRARY SERVICES Date: MAY 10, 1993 ACT (CLSA) "FAMILIES FOR LITERACY" GRANT APPLICATION IN THE AMOUNT OF $20,555 BACKGROUND The Colton Public Library is eligible to apply for CLSA state grant funds to continue a "Families for Literacy" program for a fourth year beginning FY 93-94 in the amount of $20,5`55.. The program, coordinated at the Luque Branch Library, involves volunteer tutors and adult learners in activities that promote parents and their children reading together. If funded, instructional resource materials will be purchasedanda part-time Family Literacy Program Coordinator will plan and continue to implement suitable programs to promote reading. STATEMENT OF THE PROBLEM We at the Colton Public Library endeavor to reach parents who are having difficulty bei -ng a reading role model for their children. We work with them to show them how they can better teach their children and together overcome the cultural, educational and economicdisadvantages that transmit low literacy from generation to generation. During FY 92-9,3, the Colton Public Library "Families for Literacy" program has enrolled 61 local families with 421 children actively participating in the reading program. ALTERNATIVES Without grant funding, such a reading program can only otherwise continue with the City's General Funds. FINANCIAL IMPACT No -cost item to the City No local matching funds are required. RECOMMENDATION Staff recommends that Council authorize the City to submit a California Library Services Act (CLSA) Grant Application to support a "Families for Literacy" program.
