CITY OF COLTON <br />`c*orvarat ea y <br />AGENDA REPORT 1897 , <br />FOR COUNCIL MEETING JUNE 15, 1993 ° r oc9'. <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE`: JUNE 9, 1993 <br />FROM JERRY YOUNG <br />CITY MANAGER <br />I <br />SUBJECT: RECOMMENDATIOIN FOR THE PROPOSED REORGANIZATION OF THE PUBLIC WORKS <br />DEPARTMENT <br />BACKGROUND <br />Parks Division: <br />In Fiscal Year 1991, the Parks Division of Public Works was transferred to <br />the Human Services Department as it was felt by the previous administration <br />that the Parks Division was more closely aligned with recreational activities <br />and services. <br />During the period that the 'Parks Division has been with Human Services, it <br />has since been found that the Park's crews can work more cohesively when <br />teamed as a unit with the Public Works crews. <br />Utilities Division: <br />In Fiscal Year 1992, the Water and Waste Water Division of Public Works was <br />separated from Public Works and made into a new department, the Public <br />Utilities Department. <br />It was the previous administration's theory that by creating a new Public <br />Utilities Department with its own Department Head and staff, that a_savings <br />could be realized. It has since been found that it created an additional <br />expense. <br />DISCUSSION <br />It is proposed that by combining the staff of Public Works, Parks and <br />Utilities, that a more cohesive team effort can be applied when working <br />together as a unit under one department. <br />It is recommendedthatthe Public Works Operations Manager position be <br />deleted and a City Engineers position be created in its place to provide in- <br />house review of development plans. <br />
