LAW OFFICES OF <br />BEST, BEST & KRIEGER <br />February 1, 1993 <br />TO: CITY OF COLTON <br />FROM: BEST, BEST & KRIEGER <br />RE: 1993 REVISIONS TO LOCAL GUIDELINES FOR H"LE1v1ENTING THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />As you know, before you approve a particular activity the California <br />Environmental Quality Act ("CEQA") requires you to assess whether that activity will have <br />significant environmental impacts. In order to assist you in carrying out these requirements, we <br />have prepared Local CEQA Guidelines for your use. Each year we review whether the State <br />Legislature or courts have made modifications to CEQA which are significant enough to warrant <br />an update to your Guidelines. This year, we have decided that a full rewrite of your 1992 <br />Guidelines is not warranted because there was just not enough significant new legislation or case <br />law last year. <br />Therefore, in the interest of economy we enclose inserts to replace certain pages <br />in your 1992 Local Guidelines. For your convenience, we have included both clean copies of <br />the replacement pages and legislative copies to show the changes made. When the substituted <br />pages have been added, the Local Guidelines will provide you with a 1993 manual to use for <br />your environmental review process. We would of course be happy to provide you with complete <br />new copies of the updated Guidelines at your request. We still recommend that you consult with <br />a lawyer when you have specific questions on major, controversial, or unusual projects. <br />DIA141324 <br />
