CITY OF COLTON <br />AGENDA REPORT <br />t <br />For Council Meeting of May 4, 1993 <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: April 29, 1993 <br />FROM: JERRY YOUNG <br />Interim City Manager <br />SUBJECT: Consider Televising Colton City Council Meetings via Local Cable Carrier and Proposed <br />Time Line for Implementation <br />BACKGROUND <br />Under its present Franchise Agreement ACT -4, soon to be TCI Cablevision of California, Inc., agrees to <br />provide a full-time public -access government channel. Colton shall possess the right and technical ability to <br />preempt, upon reasonable notice programming at any time and assert its own programming by way of the <br />reverse link from City Hall. City Council meetings can be broadcast "live," or on a tape delayed basis. Funds <br />have been budgeted to purchase, lease purchase, or contract out for equipment and staffing of this operation. <br />DISCUSSION <br />In order to televise City Council meetings and/or other public meetings and events we must obtain the <br />equipment necessary to create a studio environment in the council chambers. Such equipment will include but <br />not necessarily be limited to, cameras, additional lighting, audio equipment, editing equipment, video monitors <br />and a control area. One of the cameras may be portable to televise City events held outside the council <br />chambers. The existing equipment in the chambers will be incorporated with the new and made use of <br />whenever possible to hold down costs. Staff has contacted vendors to bid on the equipment necessary to <br />televise Colton City Council meetings. <br />Staffing of the cameras and the control room could be done in one of two ways: <br />(1) Audio Visual Departments from local colleges could provide this service on a volunteer basis, or <br />at a very low cost. <br />(2) A cable commission comprised of Citizens from each district could be established to recruit <br />volunteers to operate equipment. The commission could also serve as an advisory committee to Council <br />on other cable related matters. <br />Time Line: <br />Obtain Council Approval to Televise Council Meetings May 4 <br />Obtain Necessary Equipment Specifications from Vendors May 17 <br />Completion of Formal Bidding Process June 17 <br />Procurement, Installation, Testing and Staffing of Equipment August 1 <br />Televise First Council Meeting August 3 <br />
