'Graffiti' means any unauthorized inscription, word, <br />figure, symbol or design that is marked, etched, <br />scratched, drawn, or painted on any surface. <br />B. 'Graffiti abatement procedure' means an abatement <br />procedure which identifies graffiti, issues notice to the <br />landowner to abate the graffiti, and cures in absence of <br />response. <br />C. 'Private contractor' means any person with whom the City <br />shall have duly contracted to remove graffiti. <br />D. 'Director' means the Director of Parks, Recreation and <br />Human Services or his or her designee. <br />No person shall place graffiti or other writing upon any <br />public or privately owned permanent structure located on publicly <br />or privately owned real property within the City of Colton. <br />No person owning or otherwise in control of any real property <br />within the City shall allow any graffiti to remain on any permanent <br />structure located on such property when the graffiti is visible <br />from the street or other public or private property for more than <br />ten (10) days after its placement. <br />9.26.040 Notice. <br />Whenever the Director determines that graffiti exists on any <br />permanent structure in the City of Colton which is visible from the <br />street or other public or private property, the Director shall <br />cause a notice to be issued to abate such nuisance. The property <br />owner shall have ten (10) days after the date of the notice to <br />remove the graffiti, or the property shall be subject to abatement <br />by the City. <br />9.26.050 Service of notice. <br />The Director, pursuant to Section 9.26.040, shall cause a <br />written notice to be served upon the owner(s) of the affected <br />premises, as such owner's name and address appears on the last <br />equalized property tax assessment rolls of the County of San <br />-3- <br />
