La 'Cadena Drive <br />Colton, Ca. 92324 <br />Attn: Mr. John Hutton <br />Dear Mr. Hutton: <br />My name is Stan Paxson and I am the owner of Squires Lumber Co. located at 370 n. 9th St. here in Colton. I am <br />applying for an encroachment permit/alley vacation of the alley which runs through our property. ?he reason 1 am <br />applying for both types of approval is there is a great sense of urgency and I am told that a encroachment, permit <br />is faster than a alley vacation which has to go to city council. We would like to do both in parallel <br />Squires has been in Colton since 1946. We have an alley that runs east and west between our prropeny (we own <br />both sides of the alley) between 9th and IOth Street, and to the North and South between "G" and "H Streets. Our <br />proposed plan is to close off the alley with fence and gates, and of course give the city agencies keys to the locks <br />should they need access. <br />The driving forcebehind. this is safety. The first reason is the alley has become a major thoroughfare for people <br />trying to take a shortcut between 9th and 10th street. We have documentation with the Colton Police Dept. of reports <br />filed by us of vehicles driving at a high rate of speed (50 mph plus) through our alley during business hours. We <br />recently had an incident where our forklift was pulling out of our metal warehouse building onto the alley going to <br />our other yard and a vehicle traveling at a high rate of speed collided. ?he outcome could have been fatal, <br />fortunately it was not. This close call situation does not just happen once in while, it happens numerous times and <br />is getting worse. More and more people are using this alley as a shortcut and it is only a matter of time before <br />someone gets killed. <br />The second reason is the safety and welfare of my employees. We have had numerous instances where my employees <br />have been 'walking ;out to their cars after work in the dark and have been accosted by some transient pandering for <br />money or a handout. <br />The third and final reason is the theft and vandalism that Squires is dealing with everyday. We are trying to upgrade <br />and improve ourpropertyon an ongoing basis. At least three times per week our buildings have graffiti put on them <br />due to the open access of the alley. We have also suffered greatly with broken windows, etc. Our theft rate has <br />increased 500% from outside yards due to the open nature of our property with the alley. We are just a small <br />business and it is becoming ever difficult to remain profitable with these huge theft (loss) rates. <br />370 N. 9Th Street • P.O.
