TO: HONO LE K <br />FOR: Cocil MbetiruTi <br />FROM: <br />and CITY COUNCIL <br />Director <br />SUBJECT: Second Reading "dAdeption of Ordinance 0-10-93 adding <br />Chapters 9.26 and 9.27 to the Colton Municipal Code to <br />adopt measures to abate and prevent the proliferation of <br />graffiti. <br />BACKGROUND: <br />During the regular meeting, of May 4, 1993, City Council considered, at a duly publicized <br />public hearing, Ordinance Number 0-10-93, an ordinance delineating graffiti abatement <br />procedures and graffiti prevention. <br />DISCUSSIONANALYSIS: <br />Recently, the incidence of graffiti has increased dramatically within the City. The Council <br />finds that the incidence of graffiti is detrimental to the public health, safety and general <br />welfare of the City by creating blight, devaluing property and detracting from the sense of <br />community enjoyed by the residents of Colton.
