TO: <br />FOR: <br />FROM: <br />HONORABLE MA <br />0 <br />and CITY COUNCIL <br />welopment Director <br />A <br />G <br />SUBJECT: Second Reading d Ad tion of Ordinance 0-11-93 and <br />the Adoption, by Reso ution, of a General Plan Amendment, <br />Concerning File Index Number DZG-03-93, a General Plan E <br />Amendment and Zone Change for two parcels located at the <br />Northeastern corner of Pepper and San Bernardino Avenues. <br />BACKGROUND: <br />During the regular meeting of May 4, 1993, City Council considered, at a duly publicized <br />public hearing, a request for both a General Plan amendment and a Zone Change for two D <br />contiguous lots from R-1/PC (Single Family Residential/Planned Community) to C-2 <br />(General Commercial). The two lots together are approximately 16 acres in size. Sub- <br />sequently, the applicant's intentions are to develop the subject property with a retail <br />shopping center. A <br />DISCUSSIONIANALYSIS: <br />GENERAL PLAN CONSISTENCY <br />The General Plan designation of the proposed project is PC (Planned Community). The <br />R <br />intent .and purpose of this designation is to encourage sustained growth and investment <br />by minimizing governmental constraints, providing for design flexibility,_ higher quality of <br />improvements, and/or minimizing constraints to land use location. Given these guidelines, <br />E <br />it is Staff's opinion that the proposed General Plan amendment and Zone Change will be <br />consistent with the intent and guidelines of the General Plan. <br />ZONING CONSISTENCY <br />The zoning classification of the property is Single -Family Residential. The intent and <br />purpose of this designation is to encourage single-family development <br />suburban typified <br />by detached dwelling units. The subject property is located on a corner of two main <br />highways that is witness to heavy traffic and adjacent to an area zoned R-1 (Single -Family <br />Residential) to the north, east, and west. The proposed Zone Change to C-2 (General <br />Commercial) would <br />R <br />allow an array of commercial uses such as Administrative Professional <br />Services, Auto Repairand Sales, Convenience Sales, Eating and Drinking Establishments, <br />Entertainment Facilities, Food and Beverage Sales, and Retail Sales Indoors. <br />T <br />Agenda Report 2ND-DZG3 <br />Page 1 of 3 Item No. <br />
