VEGA, FINANCE DIRECTOR� <br />SUBJECT: <br />DATE: <br />RESOLUTION APPROVING THE FINAL ANNUAL LEVY REPORT FOR THE <br />LANDSCAPE AND LIGHITNG MAINTEANCE DISTRICT NO. 1(LLMD NO. 1) <br />JULY 10, 1996 <br />BACKGROUND <br />� <br />At the June 4, 1996 Council Meeting the preliminary engineer's report was presented outlining the proposed <br />revenues and expenditures for the 199&97 fiscal year. Pursuant to provisions of the Streets an Highways Code, <br />Landscape and Lighting Act of 1972, the City of Colton after preliminary review of the engineers reports is required <br />to approve the final engineers report. Herewith, attached is the 1996-97 annual tax levy for the LLMD No. 1. <br />DISCUSSION/ANALYSIS <br />The District provides maintenance, service and operation of landscapes and lighting improvements and associate� <br />appurtenances located within the public right-away and dedicated landscape easements which are throughout the <br />City. As stated above, the District includes five (5) distinct Zones. Each Zone has specific improvement and <br />services that provide special and direct benefit to the parcels within the Zones. <br />The costs associated with the improvements, are equitably spread between all benefiting parceis within the Zones. <br />Only parcels that receive direct benefit from the improvements are assessed. <br />The method of assessment spread is assessed on equivalent dwelling units (EOU) per parcel. Pursuant to the <br />Act, the costs of the District may be apportioned by any formula or method that fairly distributes the net amount to <br />be assessed. The formula used for each zone reflects the composition of the parcels, and the improvements and <br />service provided, to fairly proportion the costs. <br />FINANCIAL IMPACT <br />The 1996-97 proposed assessment are the same as the 1995-96 levy. The proposed residential annual <br />assessment for the existing Zones are; Cooley Ranch, $52.82; La Loma Hills $0; O�d Colton, $53.56; Reche <br />Canyon $50.62 and West Valley, $85.94. These funds are accounted for in fund 02. <br />� <br />Anna A.
