Introduction <br />. .........: -I _... .. . _ .. . ......_. <br />The City of Colton ("Cityp) annually leviu and collecu special azsessmenu in order to <br />maintain the improvements within the existing Laztdscape Muntenance Distria No. 1 <br />("District"). The District was formed and is levied annualiy pursuant to the Landscape <br />and Lighting Ad of 1972, Part 2 of Division IS of the California Streeu and Highways <br />Code ("the Aa"). For a more complete description of the Aa, please refer to <br />Appendix B. <br />The word "parcel," for the purposes of this Report, refers to an individual property <br />assigned its own Assessment Number by the San Bernazdino County Assessor's O�ce. <br />The San Bernardino County Auditor/Controller uses Assessment Numbers and <br />specific Fund Numbers, to identify on the tax roll, propertia assessed for special <br />district benefit assessmenu. <br />The Annual Levy Report ("Report") describes the Distria, any new annexations, any <br />changes to the Distria, and the proposed azsessments for Fiscal Year 1996/97. The <br />assessments are based on the historical and estimated cost to maintain the <br />improvements that provide a direct and special benefit to properties within the Distria <br />and Zones. The improvements within the District and the corresponding costs are <br />budgeted and assessed for each separate Zone, including all expenditures, deficits, <br />surpluses, revenues, and reserves. <br />Following consideration of all public comments and written protests at a noticed <br />public hearing, and review of the Final Report, the City Council may order <br />amendments to the Report or con£rm as submitted. Following final approval of the <br />Report, and confirmation of the assusmenu and any annexations, the Council may <br />then order the levy and collettion of azsessments for Fiscal Year 1996/97 pursuant to <br />the Att. In such caze, the usessment information will be submitted to the Counry <br />Auditor/Controller, and included on the property tax roll for each parcel in Fiscal <br />Year 1996/97. <br />B. General Description of the District and Services <br />The Distritt provida maintenance, servicing and operation of landscaped and lighting <br />improvements and usociated appurtenances located within the public right-of-ways <br />and dedicated landscape easements, within the District. The District includes five (5) <br />distinct benefit zones ("Zones"). Each Zone haz specific improvemenu. and services <br />that provide a special and direa benefit to the parcels within the Zone. <br />1 <br />'— <br />� <br />� <br />
