CITY OF COLTON <br />AGENDA REPORT <br />For City Council Meeting of August 6, 1996 <br />TO: HONORABLE MAYOR & <br />APPROVAL: Malik Dantala Freeman, Interim City Manager <br />FROM: Gracie FernSndez Harmon, Personnel DirectorpW <br />SUBJECT: Approval of the Revision to the Job Description of Assistant to the City <br />Manager <br />DATE: July 24, 1996 <br />BACKGROUND: In the adopted budget for Fiscal Year 1996-97, the City Council authorized the new <br />position of Contract Administrator. This position was funded ($80,000) through the contract with Taormina. <br />For economy and efficiency, it is now recommended that we not create the Contract Administrator position <br />and instead consolidate and assign those responsibilities to the Assistant to the City Manager in the new <br />position of Assistant City Manager. <br />DISCUSSION/ANALYSIS: The incumbent Assistant to the City Manager ($63,492 annually) currently <br />performs the duties proposed to be assigned to the Contract Administrator. Our recommendation is to fund <br />the new Assistant City Manager position partially through the Taormina contract. Furthermore, we <br />recommend the funding of a college intern through the Taormina contract to assist in the performance of less <br />technical duties. The Assistant City Manager will be assigned the responsibility of acting in the absence of <br />the City Manager thereby negating the necessity of delegating this responsibility on an as -needed basis. This <br />delegation of authority will provide consistency in carrying out City business in the absence of the City <br />Manager; and the City Council and residents will know who is in charge. <br />The proposed salary for the Assistant City Manager is recommended to be $5,314-$6,456 monthly ($63,768- <br />$77,472 annually). The cost of the new position for the remainder of the fiscal year is $80,042 ($61,358, <br />salary; $18,684, benefits); to be funded 50% ($30,679, salary; $9,342, benefits) from the general fund and <br />50% from the Taormina contract. This is a savings of $36,295 to the general fund. <br />The Taormina contract will also fund the college intern. Cost for the intern will be approximately $31,200 <br />annually; leaving a balance of $8,779 ($80,000 - $71,221) for administration related expenses. <br />FINANCIAL IMPACT: This position is funded in the budget for Fiscal Year 1996-97 as follows: Salary <br />in account #01-1201-01 and benefits in account #01-1201-10. <br />Malik Dantala Freeman, Interim City Manager <br />RECOMMENDATION: That City Council approve the revision to the job description for Assistant to <br />the City Manager to Assistant City Manager as recommended and adopt the resolution setting the basic <br />compensation rate. <br />Ass[ City Mgr JDAm ITEM # 37 <br />
