FREEMAN, CITY MANAGER <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN -PD <br />SUBJECT: AWARD OF CONTRACT TO CALIFORNIA ROOFING IN THE <br />AMOUNT OF $19,250 AND APPROVE BUDGET ADJUSTMENT FOR <br />$19,250 <br />DATE: AUGUST 12, 1996 <br />BACKGROUND: During the last heavy rain, the Main Library roof was leaking profusely—more so <br />than in the past. In a library where valuable materials are housed, this is not an ideal situation. <br />DISCUSSION/ANALYSIS: In fact, this is not a new problem. As far back as 1989, the Director of <br />Public Works solicited bids for the repair of the library roof. In March of this year, the Library Board of <br />Trustees renewed their concerns about not only damage to library materials, but also the safety of <br />personnel. Subsequently, the Board asked the Director of Public Works to solicit new bids for the repair <br />of the roof. Then, during FY 96-97 budget negotiations, the previous City Manager verbally assured <br />library staff that the roof would be repaired utilizing unspent City Contingency Reserve Funds. Three <br />quotes were obtained as follows: <br />California Roofing $19,250.00 JP Roofing $18,500.00 Paniagua Roofing $28,487.00 <br />After a review of all quotes, staff and the Library Board of Trustees concur that California Roofing <br />should be selected to repair the library roof. <br />ALTERNATIVES: If the library roof is not repaired, damage to library materials and the library <br />building will continue and worsen. <br />FINANCIAL IMPACT: The repair of the library roof will be paid by utilizing the City's Contingency <br />Reserve Funds Acct. 01-0279 in an amount of approximately $19,250. A contingency reserve of <br />$150,000 was approved as part of the 1996-97 budget. ® &;,: <br />David Michael Davis, City Librarian <br />RECOMMENDATION: Staff recommends that Council authorize the repair of the library roof <br />utilizing the City's Contingency Reserve Funds in the amount of approximately $19,250. The Colton <br />Public Library Board of Trustees has reviewed this matter and concurs with this recommendation. <br />ITEM NO. 13 <br />
