CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF JULY 16, 1996
TO: HONORABLE MAYOR & CITY COUNCIL
APPROVAL: NABAR E. MARTINEZ, CITY MANAGERf
p*
FROM: THOMAS K. CLARKE, ELECTRIC UTILITY DIRECTOR'C6lb--
SUBJECT: ACCEPTANCE OF THREE EASEMENTS FROM HUGO NEU-PROLER COMPANY
ALONG TRANSMISSION LINE ROUTE FOR NEW "WEST" SUBSTATION
DATE: JULY 8, 1996
Recently, the Electric Utility built a transmission line from Southern California Edison's substation to the
new 'West" substation and a loop from that transmission line to our existing Hub Substation. A number
of new easements were negotiated and agreed upon between various property owners and the City. A
final compensation has been made to most of the property owners.
DISCUSSION/ANALYSIS
Coates Field Services, Inc., a subcontractor for Black & Veatch, has provided three original easements
signed by Hugo Neu-Proler Company, owner. These three sections (APN 163-141-17 and 18 [2 -
sections]) of the property total approximately 33,400 square feet and are located along the transmission
route between Southern California Edison Company's Colton Substation and Fogg Street. The total
agreed compensation is $33,400. In compliance with the proper procedure, staff is submitting these
easements for approval by the City Council and will then have them recorded by the County of San
Bernardino.
ALTERNATIVES - None.
FINANCIAL IMPACT
The $33,400 will be paid from the proceeds of the substation bond sale.
Thomas K. Clarke, Department Director
ENVIRONMENTAL IMPACT
The Electric Utility has been complying with all the environmental concerns related to this project through
ENSR, an environmental consultant.
RECOMMENDATION
Staff recommends that the City Council accept the three easements along the route pertaining to
construction of the transmission line for the new 'West substation and authorize the Electric Utility
Director to sign the Statement of Acceptance.
Report prepared by: Nitin Mod!, Principal Electrical Engineer
Attachments: Easements and Statements of Acceptance
Page 1 of 1
Item No. 4
