1 <br />E. That shifts in population and in the economy, changes in the Nay <br />2 <br />people live, and changes in land use threaten to destroy these irreplaceable <br />3 <br />and desirable resources. Construction and alterations of inferior quality and <br />4 <br />appearance are also a threat to these resources. <br />5 <br />F. That the adoption of reasonable and fair regulations is necessary <br />6 <br />as a means of recognition, documentation, preservation, and maintenance of <br />7 <br />resources of cultural, aesthetic, or historical significance. Such regulation <br />8 <br />serves as a means to integrate the preservation of resources and the <br />extraction of relevant data from such resources into public and private land <br />9 <br />management and development processes, and to identify as early as <br />10 <br />possible and resolve conflicts between the preservation of cultural resources <br />11 <br />and alternative land uses. This Ordinance is intended to carry out the goals <br />12 <br />and policies of the Colton General Plan. <br />13 <br />15.40.030 Definitions <br />14 <br />For the purpose of this chaper, words, phrases and terms shall have <br />the meaning ascaribed to them in this section: <br />15 <br />1. "Alteration" means any exterior change or modification, through <br />16 <br />public or private action, of any cultural resource of any property located <br />17 <br />within a historic district including, but not limited to, exterior changes to or <br />18 <br />modification of structure, architectural details or visual characteristics such <br />19 <br />as paint color and surface texture, grading, surface paving, new structures, <br />20 <br />cutting or removal of trees and other natural features, disturbance of <br />archeological sites or areas, and the placement or removal of any exterior <br />21 <br />objects such as signs, plaques, light fixtures, street furniture, walls, fences, <br />22 <br />steps, plantings, and landscape accessories affecting the exterior visual <br />23 <br />qualities of the property. <br />24 <br />2. . "Adaptive Re -use" means converting a building to a use other <br />25 <br />than that for which it was designed. <br />26 <br />3. "Applicant" is any person who applies for designation of a <br />27 <br />nominated resource or for Certificate of Appropriateness or Certificate of <br />Hardship. <br />28 <br />3 <br />
