REALIGNMENT OF AGUA MANSA ROAD <br />EXTENSION OF PEPPER AVENUE <br />JUNE 4, 1996 <br />Page 2 <br />of the improvements and environmental issues will be addressed through the <br />application process. <br />Costs for Review. As outlined in the attached memorandum from the Community <br />Development Department, the costs for review are approximately $2,300 for the <br />processing of the application through the Planning Division. In addition, the City has <br />spent $8,665 to date for the review of the realignment and related meetings and <br />$3,212 for a study with the City Engineer's office; Staff has estimated an additional <br />cost of approximately $1,000 for similar assistance in the future. The General Plan <br />Amendment can be initiated by the City at no cost to the property owners if the City <br />Council so wishes. Should this alignment be adopted, and should the City Council <br />wish to develop the alignment of Pepper Avenue beyond the design stage, the City <br />Engineer's Office has estimated that cost at $12,911. <br />Consideration of the Memorandum of Understanding: This issue was discussed with <br />the City Attorney. As stated at the time this item was first considered by the City <br />Council, the General Plan Amendment is the formal and legal tool for the consideration <br />of the realignment, widening and extension. The Council does not need to consider <br />the Memorandum of Understanding since it represents the Council's support and <br />commitment for the same. <br />Sources of Funding: The development of the proposed improvements will be <br />incremental; as development occurs in this region, the developers will be required to <br />install those sections of improvements that serve their property. The affected cities <br />will have to participate to ensure that the improvements are comprehensive. <br />Impact of the Endangered F/y., Mr. Tom Clarke, Electric Utility Director has prepared <br />the attached update on this matter. <br />Participation: Attached to this report are transmittals from Donald Kleckner, James <br />and Francis Becket (property owners), SAWPA, California Portland Cement Company, <br />CalMat Company and Agua Mansa Properties providing their support of the proposed <br />realignment, widening and extension. Other affected property owners will be <br />informed of the project and notified of the proposed changes during the review <br />process for the General Plan Amendment. <br />Phase II: Through the review of the project by Members of the City Council, <br />recommendations were made for the widening of Agua Mansa Road east of the <br />intersection at Pepper Avenue to Rancho Avenue and the inclusion of signalization at <br />the intersection of Agua Mansa Road and Pepper Avenue. Attached to this report is <br />a memorandum dated May 22, 1996 from the City Engineer's Office outlining the <br />costs to develop this alignment, in the amount of $10,305. <br />
