June 5, 1996 Subject., SB 160 (Kopp) - Transportation Funding Recommendadon": Reaffirm SANBAG Support of SB 160 (Kopp) Background In the 1995 legislative session, SANBAG endorsed SB 160, Senator Kopp's sweeping reform of California's transportation programming process. Over the last three weeks the legislative proposal has undergone substantial amendments and is set for hearing in the Assembly Transportation Committee, June 10, 1996. While SB 160 still lacks any provisions for new transportation revenues, a more generous formula has been proposed for the. regional funding category; allowing Regional Choice funding totaling 80% of available funding afterstatewide Interregional Road System (IRKS) a 15% set' aside and economic development commitments are met. New categories have been created for projects of overriding statewide economic interest (5% of funding) and also a provision has been added whereby the California Transportation Commission can reserve up to 10'/n of a couMY's allocation for projects of statewide interest that are not amongst the project funding priorities of the county. An active dialogue is taking place between the creators of the proposal, Senator Kopp and Business, Transportation, and Housing Undersecretary Bob Wolf, and representatives of Regional Transportation Agencies. Consensus positions on Proposed amendwents are being developed by the California Councils of Government (CALCOG) during the week of May 28 - May 31.
