AB 3426 (Bowler) - Support with Amendments <br />Background- In 1989, the Legislature passed four bills as a transportation package, including <br />authorization for three ballot measures that increased gallonage fees and authorized <br />rail bonds; legislation to create congestion management agencies, and finally a bill to <br />authorize the private construction of four demonstration projects utilizing tolls on <br />state highways. <br />Toll roads were controversial in 1989, but were part of the compromise leading to an <br />aggressive ten year transportation financing package_ Today, the Route 91 project <br />in Orange County is the sole operating toll facility on a state highway. While the <br />privately held financial data regarding Route 91 is notpublicly available, the toll road <br />has substantially reduced congestion in the Sarna Ana Canyon Route 91 corridor, <br />Due to the apparent success of the Route 91 project, Assembly Member Larry <br />Bowler, the Chair of the Assembly Transportation Committee is proposing to remove <br />existing statutory limitations on the number of allowable projects. Private financing <br />and operation of state highways is also particularly attractive to bill supporters given <br />the inadequacy of state and federal transportation revenues. <br />From SANDAG's perspective, there are et least three issues which should be <br />addressed.
