Appeal to the City Council June 4, 1996 <br />File Index Number DZGT-12-96 / Tentative Tract #15610 <br />Page 2 <br />DISCUSSION/ANALYSIS: <br />Attached for the Council's review is a copy of the Staff Report (Attachment C) which <br />provided staffs analysis of the proposed project at the Commission Hearing. As noted <br />in the report, staff is concerned with the requested lot sizes for the proposed <br />development, however it is staffs opinion that the project would contribute to the <br />current trend of creating integrated communities, and focus on reversing the decline of <br />central business districts. Staff found that the proposed use of the vacant project site is <br />consistent and compatible with the surrounding uses, which include existing single <br />family residential homes immediately adjacent to the east. In addition, it was staffs <br />finding that the project would not have a significant effect on the environment and <br />therefore warranted a Negative Declaration. <br />After receiving public testimony, the Planning Commission denied the request due to <br />the high density (small lot sizes), the alleyway design, and the proposed location of the <br />project. The Commission further made a finding that the proposal is not consistent with <br />the intent and guidelines of the General Plan; will not be consistent with the Zoning <br />Ordinance or the surrounding uses; and that the project will have a significant negative <br />effect on the environment. The Commission, therefore, recommends to the City <br />Council, denial of the petition for a Zone Change and General Plan Amendment. <br />ALTERNATIVES: <br />The City Council has the authority to uphold the decision of the Planning Commission, <br />or overturn the decision and grant a General Plan Amendment and Zone Change. <br />FINANCIAL IMPACT: <br />No impact is anticipated to the City General Fund, however, per an agreement with the <br />developer of the proposed project, the City of Colton Redevelopment Agency is to <br />receive $7,500 upon the sale of each home (36 X $7,500= $270,000), and will also <br />car a sil nt second f ach home in the amount of $8,900 (36 x $8,900= $320,400). <br />Development Director <br />ENVIRONMENTAL IMPACT: <br />Staff has determined that the proposed project will not have a significant effect on the <br />environment and warrants the filing of a Negative Declaration. <br />
