CITY OF COLTON
roN AGENDA REPORT
FOR COUNCIL MEETING OF NOVEMBER 5, 1996
TO: HONORABLE MAYOR & CITY COUNCIL
APPROVAL: MALIK FREEMAN, INTERIM CITY MANAGER
FROM: THOMAS K. CLARKE, ELECTRIC UTILITY DIRECTOR—
SUBJECT: APPROVE AND ADOPT THE ATTACHED RESOLUTION FOR REVISION OF
CUSTOMER SERVICE POLICY TO ADD FINANCIAL PENALTY FOR METER
TAMPERING
DATE: OCTOBER 21, 1996
BACKGROUND
Currently, the Colton Electric Utility bills any customer who tampers with an electric meter an amount for
labor and property damage associated with the meter tampering. Power is not restored for that customer
until the bill has been paid. The bill is typically between $200-$300.
Staff believes that an additional fee should be added to the Customer Service Policy to be assessed to
customers who tamper with meters. The fee would serve as a penalty and additional deterrent for those
who would tamper with electric meters. Staff is recommending the fee be two times labor and property
damage associated with the meter tampering.
Staff conducted a survey of California electric utilities to gather information on meter tampering policies.
DISCUSSION/ANALYSIS
The results of staffs survey on metering tampering policies of other California electric utilities are as
follows:
CITY OF ANAHEIM PUBLIC UTILITIES
DamagedSteel Locking Ring.............................................................................. $ 11.45
Damaged Aluminum Meter Ring......................................................................... 3.00
Replaced Damaged 1 Phase Meter...................................................................... 80.00
Replaced Damaged 1 Phase Meter (After Hours) .................................................... 120.00
Replaced Damaged 1 Phase Meter with Demand .................................................... 215.00
Replaced Damaged 1 Phase Meter with Demand (After Hours) .................................. 255.00
Replaced Damaged 3 Phase Meter......................................................................
