MEMORANDUM <br />Office of the Mayor and Council <br />Date: October 31, 1996 <br />To: Honorable Mayor and Councilmembers <br />From: Councilmember Donald Sanders <br />Subject: MOU Between the U.S. Fish & Wildlife Service and Agua Mansa Industrial <br />Growth Association (AMIGA) <br />City Council Meeting of November 5, 1996 <br />BACKGROUND <br />On Wednesday, October 30, 1996, the AMIGA Executive Committee held a Special Meeting <br />involving property owners and several officials and representatives from the Federal, State, <br />County and City levels. This Special Meeting was held to specifically address the MOU, <br />whereby intense discussions and changes developed. This MOU will be further discussed at the <br />upcoming AMIGA Executive Committee meeting on Nov 7, 1996, at 3:00 p.m. <br />The Council needs to take this matter into consideration and determine if there are any additional <br />remedies or course(s) of action to refute or seek to alter the outcome of the October 30'h AMIGA <br />meeting. The intent is to acquire long-term economic development for the City of Colton and <br />include acreage set-aside for economic growth. <br />Between now and November 5'", 1996, we must scrutinized the particular recitals of this MOU. <br />Specific issues of concern in the (attached) MOU are as follows: <br />• page 1, last paragraph: Outlining the acreage of land. <br />• page 2. paragraphs 4, 5 and 6: Outlining particular projects set-aside in the City of <br />Rialto; and what is the intended meaning of those projects being designated. <br />RECOMMENDATION <br />In order for Colton to have long-term economic growth, I recommend our goals and objectives <br />should be to have 160 acres set-aside for economic development and offer other acreage as land <br />subject to mitigation. <br />t'� DS:adf <br />Attachments <br />Agenda Item No. 26 <br />p. 1 of 7 <br />
