CITY OF COL.TON <br />AGENDA REPORT <br />For Council Meeting of October 1, 1996 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: MALIK FREEMAN, CITY MANAGER �? <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN <br />SUBJECT: AUTHORIZATION TO APPLY FOR, AND ACCEPT IF AWARDED, <br />A CALIFORNIA STATE LIBRARY LITERACY 'PROGRAM TRANSITION <br />GRANT IN THE AMOUNT OF $24,1164 FOR FY 96-97 <br />DATE: SEPTEMBER 18, 1996 <br />BACKGROUND: <br />The Colton Public Library is eligible to apply for $24,860 in new literacy state funding for FY 96-97. The <br />grant will a grnent the current literacy pmgrpm coordinated at the Luque Branch Library, which involves <br />votumeer tutors and adult learners in activities that, promote parents and their children reading to9ether. <br />Instructional response materials wilt be purchased and iii part-time Family Literacy Program Coordinator <br />will plan and implement suitable programs to promote reading. <br />DISCUSSIQNIAN A�YS IS <br />We at the Colton Public Library endeavor to reach parents who are having difficulty becoming a reading <br />rate model for their children. We stork with there to show them how they can better teach their children <br />and together overcome the cultural, educational, and economic disadvantages that transrnit loco literacy <br />from generation to generation. <br />ALTERNATIVES; <br />Without grant funding, such a reading program could only otherwise continue with the City's general funds. <br />FINANCIAL IMPACT. <br />No -cost item to the City. No local matching funds are required. State checks will be received and <br />deposited before expenditures are incurred. <br />RECOMMENDATION: David Michael Davis, City Librarian <br />Staff recommends that Council authorize the City to apply for, and accept if awarded, a California State <br />Library Literacy Program Transition Grant in the amount of 524,860 for FY 96-97. The Colton Public <br />I:ibrary Board of Trustees has reviewed this matter and concurs with this recommendation, <br />Page I of 1 <br />Attachment: Program Budget item No. _- <br />
