The purchasing officer shall keep a record of all open market orders and bids for <br />2 <br />3 period of one year after the submission of bids or placing of orders, to including the <br />4 name of the companies or individuals contacted and the prices bid. This record shall be <br />511 open to the public during normal business hours. <br />III <br />C. The competitive bidding procedures set forth in this section may be waived by the city <br />7 manager in instances of valid emergencies or sole source, or when it is determined that <br />8 the public interest would not be best served by competitive bidding. All such instances <br />9 <br />shall be fully recorded. <br />10 <br />1111 3.08.150 Contracts for professional services. <br />1211 The award of contracts for professional service shall be exempt from the bidding and <br />1311 award, requirements of this chapter. <br />14 A. Professional Consultant Services. In general, the term "professional consultant <br />15 service" means professional consulting services performed by a member of a profession <br />16 <br />17 under contract to the city. "Profession" shall include, but not be limited to, the <br />181 following: accountants, appraisers, architects, attorneys, computer consultants, economic <br />and finance consultants, health and insurance consultants, engineers, geologists, <br />inspectors, marketing and media consultants and planners. <br />21 B. Authorization to Execute Contracts. The city manager shall be authorized to solicit <br />22 proposals and contract for professional consultant services in the following instances: <br />2411 1. Funds have been approved in the budget for a specific type of professional <br />2511 consultant services for a specific project and the contract is not anticipated to <br />exceed fifteen thousand dollars; or <br />2711 2. Funds are generally available in the budget and the contract does not <br />2811 fifteen thousand dollars. <br />OA <br />
