Zamora Community Devel ent Director SUBJECT: Approval to Add an Additional Code Enforcement Officer to the Code Enforcement Division, to be Partially Funded with Community Development Block Grant (CDBG) Funds. DATE: September 25, 1996 BACKGROUND: The Community Development Department currently administers and operates the City's Code Enforcement Program, utilizing Community Development Block Grant (CDBG) funds. The Program currently provides funding for two Code Enforcement Officers. There are sufficient CDBG funds in the Program account to add an additional officer, in order to help address the increasing Code Enforcement demand and activity. DISCUSSION/ANALYSIS: The City's Code Enforcement efforts have become the most viable means of addressing the ever increasing violations of the City's codes and ordinances. The efforts of the Code Enforcement Program are designed to reduce and/or eliminate blighted, unsafe, and unhealthy conditions found in Community Development Block Grant (CDBG) low and moderate income targeted areas. However, due to the great demand and requests for service, the Division has found it increasingly difficult to maintain the timely responses that the community deserves. In Fiscal Year 1994-95, the Program was allocated $67,208 in CDBG funds. In Fiscal Year 1995-96, the Program received an additional CDBG allocation of funds in the amount of $127,540. Approximately $50,000 of the combined total of funds ($194,748), was to be used for the demolition of substandard houses. However, due to federal requirements for demolishing substandard residential housing, the funds have not been used. It is staffs opinion that the funds can be better utilized at this time by adding an additional Code Enforcement Officer. The County Department of Economic and Community Development has verbally indicated that the funds can be used for this purpose, and is prepared to approve this request upon the Council's approval. ALTERNATIVES: The Community Development Department is in need of additional Code Enforcement assistance. If the City Council does not wish to utilize CDBG funds at this time, staffs alternative will be to request additional positions at the mid -year budget review. ITEM 20
