f"�, AGENDA REPORT <br />CITY OF COLTON <br />For City Council Meeting of <br />October 1, 1996 <br />September 24, 1996 <br />TO: MAYOR FULP, CITY COUNCIL AND CITY MANAGER <br />FROM: Julie Hayward Biggs, City Atto <br />SUBJECT: Interim( <br />nteriUrgenc Ordinance/Billbods <br />As directed by the City Council, I have prepared the attached Interim Urgency <br />Ordinance establishing a moratorium on the processing of future applications for freeway <br />oriented outdoor advertising signs. This ordinance will not affect the conditional use permits, <br />variances or Redevelopment Agency approvals of billboards that have already occurred. Rather, <br />it will preclude approval of additional signs until such time as the Community Development <br />eo .l Director shall have studied the City's existing ordinance and determined if changes are needed. <br />Under the provisions of Government Code Section 65858, this Interim Urgency <br />Ordinance will remain in effect for an initial period of 45 days and may be extended for up to <br />a maximum total time of two years. During this time the City will need to review its policies <br />regarding freeway oriented signs to determine what additional limitations, if any, the City may <br />wish to impose on such land uses. <br />Concurrence: <br />Malik Dantala Freeman, Interim City Manager <br />i'"' <br />ITEM 27 <br />
