/' N <br />W <br />1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />e�N27 <br />28 <br />18.50.120 or whether such signs are approved through a conditional use permit or <br />variance procedure, is significant and potentially injurious to the health, safety and <br />welfare of the citizens of Colton. <br />(b) In order to address this problem, the City must conduct a review of its policies <br />and procedures with regard to approval of freeway oriented signs to assure that adequate <br />safeguards are in place to reasonably assure that visual blight will not result from the <br />approval of any future freeway oriented signs in the City of Colton. <br />(c) It is anticipated that the necessary review will take no longer than 45 days. <br />(d) Pending the outcome of the review and modification of any building standards or <br />procedures that may result from that review, including without limitation amendment of <br />City Code provisions relating to freeway oriented signs, it is necessary to impose a <br />moratorium on the approval of any new freeway oriented signs. <br />(e) The moratorium on approval of any new freeway oriented signs within the City <br />of Colton shall have no effect on any currently approved conditional use permits, <br />variances or building permits within the City or on any projects approved for processing <br />through the conditional use permit, variance or building permit process by the <br />Redevelopment Agency. <br />SECTION 2: Pursuant to the authority granted to the City Council by California <br />Government Code Section 65858 to protect the health, safety and general welfare of the <br />residents of the City of Colton, the City Council hereby enacts as an interim urgency <br />moratorium on the approval of any conditional use permit, variance or building permit except <br />as provided in Section 1 above to take effect immediately upon the adoption of this ordinance <br />and to continue for a period of 45 days or until the Community Development Director has <br />
