W <br />VII I yr VVLI WN <br />AGENDA REPORT <br />For the Council Meeting of October 15, 1996 <br />To: Honorable Mayor & City Council <br />From: Randy Anstine, Neighborhood Services Director <br />Subject: Request of Fee Waiver - Colton Youth Basketball League <br />Date: September 25, 1996 <br />BACKGROUND: <br />During the regular meeting of the Parks and Recreation Commission, September 18, <br />1996, said Commission by way of a majority vote, recommended to Council that a waiver <br />of fees for a period of one year, be extended to the Colton Youth Basketball League. <br />The league is seeking to utilize the gymnasium and certain meeting rooms for the <br />conduct of their 1996/97 youth basketball league. <br />Though this is the first year of operation for the Colton Youth Basketball League, the <br />League membership has been assisting the Neighborhood Services Department for <br />many years, hence they are not newcomers to conducting an organized basketball <br />league. The parents involved with this league have been instrumental in assuring the <br />success of previous City conducted leagues. <br />This league shall consist of youth that are attending the Colton Joint Unified School <br />District. Hence, more than 51% of their participants will be Colton residents thus <br />qualifying them as a local non-profit organization. <br />FINANCIAL IMPACT: <br />Historically, the Neighborhood Services Department has budgeted a total annual <br />expenditure of $15,840 for youth basketball. This included the cost of score keepers and <br />league officials. Approximately $3,000 would be generated via registration fees, leaving <br />a net expenditure to the department of $12,840. This expenditure did not include the <br />cost of the Director's time; Recreation Services Manager time; Secretary's time nor <br />facility monitors. A conservative estimation for the cost of support services would be <br />$2,600. <br />The Colton Youth Basketball League is seeking a waiver of fees totaling approximately <br />$7,000. These are the fees that the City would have collected for the rental of the <br />facilities. If you subtract the loss of fees <$7,000> from the actual cost of administering <br />prior years leagues <$15,440>, this equates to a savings to the City in the amount of <br />$8,440. <br />RECOMMENDATION: <br />r. The Parks and Recreation Commission and staff recommend that the City Council <br />approve the request of the Colton Youth Basketball League, and grant a waiver of facility <br />fees for one year. <br />ITEM NO. 15 <br />
