Finance Director <br />SUBJECT: Request for Improvement at Davis Park <br />DATE: October 10, 1996 <br />On this date you requested an update on the status of the CFD financing the Davis Park <br />basketball courts resurface. The following is a recap of the events: <br />On June 18, 1996, 1 received a memo from Randy Anstine, Neighborhood Services Director, <br />regarding the possible use of excess funds in CFD 88-1 to resurface basketball courts at <br />Davis Park. There is currently $342,816 of available excess earnings in the CFD 88-1 <br />Construction Fund. These excess earnings can be used at the discretion of the City for <br />maintenance of the improvements within the CFD. The proposal to resurface the courts is <br />$4,575. <br />This issue was brought before the CFD Commission on August 5'" and again on October 7`". <br />The Commission has taken the position that this particular project is a City responsibility, not <br />that of the CFD. The Commission would consider recommending funding this project if the <br />Parks and Recreation Commission determines that there is no other source of funds <br />available and makes that recommendation to the CFD Commission. The Commission is also <br />evaluating other alternative uses of these funds. The Commission does not want to make <br />any recommendations until all alternatives have been explored and costed out. <br />However, it is my understanding after speaking to yourself and Randy Anstine, that the <br />basketball courts are currently in such a state that there is a high risk of injury and thus a <br />high risk of liability to the City. <br />Due to the liability, it is incumbent that some form of action be taken in this matter.
