CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 17, 1996 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Ma)" FreemanVTQrim City Manager <br />FROM: 'D Zamora <br />Community Deve t Director <br />SUBJECT: Approve the Reprogramming of $5,000 of Community <br />Development Block Grant (CDBG) Funds from the <br />Contingency Account to "Senior Minor Home Repair Program." <br />DATE: September 5, 1996 <br />BACKGROUND: <br />There is a current balance of $15,766 in the Community Development Block Grant <br />(CDBG) Contingency Account. The funds are reserved for recommended allocation by <br />District One Councilmember Don Sanders. The Steelworkers Oldtimers Foundation <br />currently operates a Senior Minor Home Repair Program that provides minor home repair <br />services for senior citizens in the County unincorporated areas. They submitted a <br />Community Development Block Grant application to the City for Fiscal year 1996-97, <br />requesting $10,000 to serve Colton seniors. Unfortunately, the project was not funded. <br />DISCUSSION/ANALYSIS: <br />The Community Development Department has received inquiries from seniors requesting <br />information and assistance for minor home and mobile home repair services. Recently, <br />Jean Hardt, a Colton resident and senior advocate, approached the Council and stated <br />the need to support and provide funds for this program. Councilmember Sanders is <br />amiable to allocating $5,000 to the program from his contingency account to the program, <br />on the condition that it be returned to his account from the City's Fiscal Year 1997-98 <br />Community Development Block Grant allocation. <br />Staff recommends that the City Council support this action. The program will be available <br />city-wide, on a first-come, first-served basis, until the funds are exhausted. It is restricted <br />to senior citizens, 60 years or older, who own their own home or mobile home in Colton. <br />ALTERNATIVES: <br />The City Council has the option not to fund the program. <br />FINANCIAL IMPACT: <br />No impact to the City General Fund. The requested action will reprogram $5,000 of <br />Community Development Block Grant Contingency Funds to the Steelworkers Oldtimers <br />Fou a io on -pr9fi�poration, which administers and operates the program. <br />ZAMOtp4, Corrhmunity Development Director ITEM No. 3 <br />
