CITY OF COLTON <br />INTEROFFICE MEMORANDUM <br />TO: Honorable Mayor and City Council <br />APPROVAL: Me ' Freeman InterirmCity Manager <br />FROM: avi "R."Zamor <br />Community iev enDirector <br />SUBJECT: Response to City's Initial Study of the Re -alignment and <br />Widening of Agua Mansa, Road <br />DATE: August 20, 199 <br />As Council is aware, staff was directed to process an amendment to the City's General <br />Plan - Circulation Element, to allow for the widening and re -alignment of Agua Mansa <br />Read. <br />One of the responses to the environmental review received by staff was from the <br />United States Department of the Interior Fish and Wildlife Service (copy attached). As <br />noted in their letter, the Service is strongly recommending that the City prepare a draft <br />Environmental impact Report (EIR), to adequately assess the impacts on the <br />endangered Delhi Sands Flower -Laving Fly. Additionally, the State Regional Water <br />Quality Control Board - Santa Ana Region, is also requesting to review a Draft <br />Environmental impact Report for this project when one becomes available. <br />As Council is aware, the preparation of an Environmental Impact Report can be very <br />costly and time consuming.
