Freeman, City Manager Subject: Consider First Reading of Amendments to the Colton Municipal Code Chapter 3.08 / Purchasing, ORDINANCE NO. O-2 96 Date: September 11, 1996 BACKGROUND: Prior to 1993, Chapter 3.08 of the Colton Municipal Code provided the City Manager with the authority to authorize the purchase of supplies, materials and equipment for amounts of up to $50,000 without complying with the formal contract procedures set forth in Section 3.08.120. in addition, prior to 1993, Chapter 3.08 of the Colton Municipal Code exempted contracts for professional services of less that $50,000 from the bidding and award requirements set forth in this chapter. In 1993, the $50,000 threshold was reduced to $5,000. ANALYSIS: The recommended amendment to Chapter 3.08 of the Colton Municipal Code establishes a new threshold for the purchase of supplies, materials, equipment, and the award of contracts for professional services exempted from the formal provisions set forth in Section 3.08.120 at $25,000. This increased threshold provides the City Manager with the latitude necessary to be efficient in responding expeditiously with the need to procure equipment and/or services, that may arise without the delays incurred by complying with the formal contract procedures. Meanwhile, the $25,000 threshold is reasonable as it maintains a satisfactory degree of control by ascertaining that large purchases and contracts are not made or awarded without following the formal contract procedure established by Section 3.08.120. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council approve the first reading of the attached Ordinance NO. amending Chapter 3.08 of the Colton Municipal Code as it relates to purchasing.
