Freeman, City Manager <br />Subject: <br />Consider First Reading of Amendments to the Colton Municipal <br />Code Chapter 3.08 / Purchasing, ORDINANCE NO. O-2 96 <br />Date: <br />September 11, 1996 <br />BACKGROUND: <br />Prior to 1993, Chapter 3.08 of the Colton Municipal Code provided the City Manager <br />with the authority to authorize the purchase of supplies, materials and equipment for <br />amounts of up to $50,000 without complying with the formal contract procedures set <br />forth in Section 3.08.120. in addition, prior to 1993, Chapter 3.08 of the Colton <br />Municipal Code exempted contracts for professional services of less that $50,000 from <br />the bidding and award requirements set forth in this chapter. In 1993, the $50,000 <br />threshold was reduced to $5,000. <br />ANALYSIS: <br />The recommended amendment to Chapter 3.08 of the Colton Municipal Code <br />establishes a new threshold for the purchase of supplies, materials, equipment, and the <br />award of contracts for professional services exempted from the formal provisions set <br />forth in Section 3.08.120 at $25,000. This increased threshold provides the City <br />Manager with the latitude necessary to be efficient in responding expeditiously with the <br />need to procure equipment and/or services, that may arise without the delays incurred <br />by complying with the formal contract procedures. Meanwhile, the $25,000 threshold is <br />reasonable as it maintains a satisfactory degree of control by ascertaining that large <br />purchases and contracts are not made or awarded without following the formal contract <br />procedure established by Section 3.08.120. <br />FINANCIAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the first reading of the attached <br />Ordinance NO. amending Chapter 3.08 of the Colton Municipal Code as it <br />relates to purchasing. <br />Attachment: Ordinance NO.
