5 <br />DUPLICATE <br />AGENDA REPORT <br />CITY OF COLTON <br />For City Councd Meeting of <br />Marc4,K1997 <br />197 <br />March 13, 1997 <br />TO: MAYOR GAYTAN, CITY COUNCIL AND CITY MANAGER <br />FROM: Julie Hayward Biggs, City Atto ey <br />SUBJECT: Filling of Employment Vacancies <br />Attached is a resolution drafted in response to directive from the City Manager <br />relating to the establishment of a hiring policy regarding the method of filling vacant City <br />positions. Currently, when a position becomes vacant, the Department Head requests that some <br />kind of recruitment commence to fill that position. The City Council is asked to ratify <br />appointments, but has no role in determining whether the vacant position actually needs to be <br />filled prior to recruitment. <br />Under the proposed policy, Department Heads would be required to obtain <br />Council approval for recruitment to fill vacancies prior to any recruitment occuring and would <br />have to provide a written agenda report explaining the continuing need for the vacant position. <br />Concurrence: <br />z <br />Malik Dantala Freeman, City Manager <br />Item NO. 21 <br />
