City Council Meeting of April 1, 1997 <br />CDBG Projects 1997-98 <br />Page 2 <br />2. Project #23118: The applicant's original request was for $5,000. The <br />Council was generous, and allocated $10,000. The original level of service <br />can be accomplished with the initial request of $5,000. <br />3. Project #23168: The applicant would utilize CDBG funds to provide <br />information and referral services primarily over the phone. This type of <br />service is usually provided by other existing public and private service <br />agencies, as well as, some City departments. The applicant already receives <br />financial assistance from City employees, who donate funds through payroll <br />deductions, during the applicant's annual fund raising campaign. <br />4. Project #23217: Based on an analysis of past expenditures for this program, <br />staff believes the program can continue to provide a viable level of service to <br />senior citizens with the recommended reduction in funds. <br />5. Project #23312: The applicant's proposal requested CDBG funds to assist <br />with the acquisition and construction of improvements to their existing facility, <br />and for personnel services to operate the facility. The drop-in center, where <br />services would be provided to homeless women and their children, is located <br />in San Bernardino. Staff questions the likelihood of Colton residents taking <br />advantage of drop-in services at a facility located outside of the city. <br />Additionally, the Neighborhood Services Department has indicated that the <br />City currently provides a similar service to area residents. <br />The recommended funding listed in Column #2, brings the City into compliance <br />with the 15%0 limit on funding for public service programs. <br />ALTERNATIVES: <br />The City is required to comply with the 15% limit on funding for public service <br />activities. If a revised list is not submitted to the County by April 2, 1997, all of <br />the City's public service projects will be excluded from final approval by the <br />County. <br />FINANCIAL IMPACT: <br />The City's allocation of CDBG funds for Fiscal Year 1997-98 is $368,000. <br />Failure to submit a revised list of public service projects at this time will cause a <br />delay roviding fedpTl funds for public service providers in the community. <br />Development Director <br />
