CLARKE, UTILITY DIRECTOR <br />SUBJECT: SET FOR PUBLIC HEARING THE ADOPTION OF A RESOLUTION <br />AMENDING THE BASIC FEE RESOLUTION FOR STORMWATER <br />MANAGEMENT & THE STORMWATER MANAGEMENT <br />CHARGE <br />DATE: JULY 7, 1997 <br />BACKGROUND: <br />In October, 1990 the County of San Bernardino, Flood Control District was issued a five year <br />NPDES Stormwater Permit, with 16 incorporated cities as co -permittees. On October 4, 1994, <br />Council approved the City's participation in a County -wide NPDES Stormwater Assessment. The <br />fees collected this year will fund a proposed budget which includes the City's operational costs <br />for street sweeping, storm drain cleaning, roadway maintenance and litter control, two new street <br />sweepers, and two trucks. The total cost of the FY97-98 NPDES Stormwater Program is <br />$696,515, including $159,469 carried over from FY96-97. The five year permit took effect in <br />October, 1995 and will end in October, 2000. <br />DISCUSSION/ANALYSIS: <br />This amendment affects only the parcel descriptions. Parcels previously absent in land use <br />definitions are now present in the City, and needs to be included in the designated land use <br />groups. <br />ENVIRONMENTAL IMPACT: <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act, and is intended to <br />improve the Nation's waterways. Compliance with the NPDES Stormwater requirements is <br />mandated by the Federal Government, with the State Regional Water Quality Control Board <br />enforcing the requirements. <br />FINANCIAL IMPACT: <br />The cost to the City's residents and businesses is the same as last year. <br />G� <br />Thomas K.
