CITY OF COLTON <br />AGENDA REPORT <br />/927 <br />For City Council Meeting of Jul 7 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: Gracie Fernandez Marmon, Acting City Manager <br />FROM: Gracie Fernandez Harmon, Personnel Director <br />SUBJECT: Discussion of Benefits to be Afforded to Elected Officials/Review of Current <br />Policies and Recommendations for Revisions <br />DATE: July 9, L997 <br />BACKGROUND: It has been the past practice of the City of Colton to afford the same benefits to <br />elected officials that are afforded to regular, full-time employees. Some of these benefits are documented <br />and authorized via resolution(s) and/or ordinance(s). However, recently staff discovered that there is no <br />written documentation/authorization for some benefits which City Council has been afforded over the <br />years. <br />DISCUSSION/ANALYSIS: The City Council members receive the following: <br />• Elected official stipend ($400 monthly) - Ordinance No. 0-24-88; <br />• RDA meeting stipend ($30 per meeting) - Resolution No. 4076; <br />• Car allowance ($400) - Resolution No. R-63-97; <br />• Health Insurance - Resolution No. 4598; <br />• Optical Reimbursement - Resolution No. 4598. <br />Although Resolution No. 4598 authorizes the benefit of Optical Reimbursement, it does not address the <br />increased benefit that Council members have been receiving. Specifically, Resolution No. 4598 <br />establishes that benefit at $100 for employee and $35 for dependents; however, Council members receive <br />$140 for employee and $90 per dependent, the same level as paid to regular, full-time employees. <br />The Council members also receive the following benefits, however, there is no written <br />documentation/authorization for these: <br />• Home office ($50 monthly); <br />• Health credit; <br />• Education reimbursement ($2500 maximum per calendar year). <br />All the above benefits have been afforded to Council members pursuant to long-standing past practice. <br />However, in order to facilitate administration of benefits for Council members, it would behoove us to <br />document benefits and benefit levels in a single document. <br />RECOMMENDATION: That City Council direct staff to create a single resolution establishing <br />benefits and benefit levels to be afforded to Council members. <br />ghdata/agenda/CC lbenefitrs.doc <br />Item No. 6 <br />
