Date:
To:
From:
Subject:
CITY OF COLTON
MEMORANDUM
Office of the Mayor and Council
December 11, 1997
The Honorable Mayor and Councilmembers
Councilmember Donald J. Sanders n Donald P, .Sam
Graffiti Abatement Program
CITY COUNCIL MEETING OF DECEMBER 16, 1997
This version of the Graffiti Abatement Program is being presented to ensure that Council takes
the necessary action to remedy the graffiti patchwork being performed throughout our City. The
current graffiti abatement process and workmanship are below standards. Drastic measures
must be taken to revamp the City's Graffiti Abatement Program. An increase in the allocated
funding should also be a consideration. Outlined below are some points to consider:
1. Develop a coding system for brick walls throughout the City; match the code with the same
color of the original brick wall or paint the entire wall consistent with the aesthetics of the
surrounding residential area (i.e., beige, sandstone, cream, off-white, etc.).
2. If the only paint available in our inventory of supplies is the "county -give-away paint, then
perhaps the City needs to procure "city -issued paint" suitable to the needs of our commercial
and residential areas.
3. Examine funding sources to procure the appropriate paint and materials. Consider the
following:
a. General fund allocations
b. CDBG (commit $5,000 from the Sanders Reserve Funds)
c. Redevelopment funds removal of blight
The City must strive to eliminate this current "patchwork process". This process has damaged
our community by depreciating property values and defacing our public and private property.
This city-wide "patchwork" has compounded every effort of eradicating graffiti. I ask for the
Council's consensus and consideration to give staff direction to revamp and upgrade the current
level of service in the Graffiti Abatement Program by establishing and maintaining quality
workmanship standards as we strive to eradicate graffiti in our City..
DJS:adf
<<' < < < l D <<' t ITEM NO. c
