CLARKS, T RIM WATER & WASTEWATER DIRECTOR <br />FROM: MIKE MEDINA, WATER UTILITIES COORDINATOR <br />SUBJECT: REPORT ON WATER PRESSURE PROBLEM IN RECHE CANYON <br />DATE: FEBRUARY 3, 1997 <br />BACKGROUND: <br />_ Per the 1985 Water Master Plan, the Wild Canyon Reservoir was constructed in 1987 <br />to accommodate the various elevations throughout Reche Canyon Zone 11 with fire <br />Protection and Water storage. Due to the elevation of the Wild Canyon Reservoir <br />(1509'), the, pressureincreased in the Reche Canyon Zone 11 water system. At that <br />time, the then Water Utilities Manager decided that the City would provide the existing, <br />effected residents with pressure regulators. All residences constructed after 1987 were <br />thereby required, by the City, to have pressure regulators installed by the developer, <br />after the water meter on private property. This requirement was made per the Uniform <br />Plumbing Code (Attachment "A") and Resolution #3805 Customer Service Policy <br />(Attachment "B"). <br />DISCUSSION/ANALYSIS: <br />Several of the Reche Canyon Zone 11 residents felt that the water pressure was still too <br />high. Therefore, Council Member Bennett requested the Water Division to investigate <br />the problem. At the request of the Water Utilities Manager, the City Engineer <br />conducted a water pressure study of the Reche Canyon Water Zone 11 in early 1994. <br />On April 4, 1994, they provided an analysis to the Director of Public Works and the <br />Water Utilities Manager, which was reviewed and then forwarded to Council Member <br />Bennett (attachment "C") <br />The analysis provided two alternatives. At the time the report was submitted, staff <br />initiated Alternative No. 1. The alternatives were as follows: <br />Alternative No 1: <br />City will provide residents having high water pressure problems with a <br />list of vendors that provide a more superior type of pressure regulator <br />for a fee. <br />Alternative No. 2: <br />The City would install pressure regulators on water mains. This alter- <br />native is expensive and would require a modification of the Water <br />Master Plan to reflect new pressure zones. The 1991 Water Master <br />Pian is currently being updated.-, <br />
