<br />UTILITY DIRECTOR
<br />To plan, direct, supervise and review the operations and maintenance activities of the City -owned electric,
<br />water and wastewater enterprises; and to provide professional and technical staff assistance.
<br />SUPERVISION RECEIVED AND EXERCISED:
<br />Receives administrative direction from the City Manager; exercises direct supervision over professional,
<br />technical, and clerical positions.
<br />EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following: Develop and
<br />implement goals, objectives, policies and priorities related to the electric, water and wastewater utilities;
<br />prepare long-range plans; review plans and specifications regarding expansion of the electric, water, and
<br />wastewater systems; make technical engineering and operational decisions; develop, administer and
<br />monitor the utilities' budgets; conduct special studies on utility rates; develop and present
<br />recommendations for changes in rate and fee structures; plan, direct, supervise, and review the
<br />construction, operation and maintenance of the electric, water, and wastewater systems; assist
<br />subordinates in the solution of difficult engineering, construction, operation, and maintenance problems;
<br />report to the City Manager on the Electric, Water and Wastewater Utilities activities; assist the City
<br />Manager in explaining and interpreting department policies and issues; prepare written reports and make
<br />oral presentations to the City Council and to the Utilities Commission; consult with attorneys and
<br />engineering consultants on litigation; coordinate department activities with other City departments and
<br />with outside agencies; prepare a variety of reports, correspondence and special studies; respond to difficult
<br />citizen inquiries and complaints; select, supervise, train and evaluate subordinates; may be required to
<br />work overtime in performing assigned duties; perform related duties as assigned.
<br />_QUALIFICATIONS:
<br />Knowledge of:
<br />Principles and practices of electric, water and wastewater engineering; principles and practices of electric,
<br />water and wastewater utilities management; methods, materials, techniques and equipment used in the
<br />construction, operation and maintenance of electric, water and wastewater utilities; applicable regulatory
<br />codes and laws related to the development, construction and operation of electric, water and wastewater
<br />utilities; recent developments, current literature and sources of information regarding electric, water and
<br />wastewater utilities engineering and operation; principles and practices of modern office management;
<br />principles and methods of financial planning and utility rate setting; principles and practices of
<br />organization, administration, budget and personnel management.
<br />Ability :
<br />Analyze problems, identify solutions, project consequences of proposed actions, and implement
<br />recommendations in support of department goals; understand, interpret and apply laws, rules and
<br />regulations as they apply to electric, water and wastewater utilities; prepare complex technical reports
<br />involving all phases of electrical, water and wastewater system planning, construction and operation;
<br />interpret financial statements and cost accounting reports; communicate clearly and concisely, orally and
<br />in writing; select, supervise, train and evaluate professional, technical and clerical staff, work
<br />cooperatively in an environment that is economically, socially and ethnically pluralistic; establish and
<br />maintain effective working relationships with those contacted in the course of work.
