CITY OF COLTON <br />ASSISTANT WATER AND WASTEWATER UTILITY DIRECTOR <br />DEFINITION <br />Assist the Utility Director in planning, directing, supervising and reviewing the operations and <br />maintenance activities of the City -owned water and wastewater utility; provide professional and <br />technical staff assistance. <br />SUPERVISION RECEIVED AND EXERCISED <br />Receive administrative direction from the Utility Director; and exercise direct supervision over <br />professional, technical and clerical positions. <br />EXAMPLES OF DUTIES <br />Duties may include, but are not limited to, the following: Assist in the development and <br />implementation of goals, objectives, policies and priorities of the water and wastewater utility; <br />assist in the preparation of long-range plans, review of plans and specifications regarding <br />expansion of the water and wastewater utility systems, geographic information system (GIS), and <br />technical engineering and operational decisions; assist in the development, administration and <br />monitoring of the departmental budget; conduct special studies on utility rates; develop and <br />present recommendations for changes in rate and fee structures; assist in planning, directing, <br />supervising and reviewing the construction, operation and maintenance of the water and <br />wastewater utility systems and the geographic information system (GIS); participate in the <br />planning, negotiatingand development of water supply and resource development; provide <br />assistance to subordinates in solving difficult engineering, construction, operation and <br />maintenance problems related to the water and wastewater systems or the geographic information <br />system (GIS); prepare written reports and make oral presentations to the City Council and the <br />Utilities Commission as directed; consult with attorneys, financial advisors, investment bankers <br />and engineering consultants on capital improvements, contracts, resources, financing and <br />litigation; coordinate department activities with other City departments and outside agencies; <br />prepare a variety of reports, correspondence and special studies; respond to difficult citizen <br />inquiries and complaints; participate in the selection of personnel; supervise, train and evaluate <br />subordinates; perform the duties of the department Director as required; and perform related <br />duties as required. <br />_QUALIFICATIONS: <br />Knowledge.• <br />Principles and practices of water and wastewater engineering and operations and maintenance, <br />and geographic information systems (GIS); principles and practices of water and wastewater <br />utility management; methods, materials, techniques and equipment used in the construction, <br />operation and maintenance of a water and wastewater utility; applicable regulatory codes and <br />laws related to the development, construction and operation of a water and wastewater utility. <br />Recent developments, current literature and sources of information regarding water and <br />wastewater utility engineering and operation; principles and practices of modern office <br />management; principles and methods of financial planning and utility rate setting; principles and <br />practices of organization, administration, budget and personnel management, including grievance <br />processing, progressive discipline and labor negotiations. <br />
